В последнем Оctober, the second republican Forum of Maslikhats deputies took place in Nursultan with the participation of the Head of State. President Kassym-Jomart Tokayev recognized the role of Maslikhats in society's democratization and the strengthening of political competition. A tenth of the deputies were elected from party lists, while the rest were elected from single-mandate districts, including self-nominated candidates.

President Tokayev believes that the reform of the existing legislation has changed the situation for the better. The composition of the parliamentary body now includes more youth and women, thanks to quotas, which, in the President's opinion, are the results of the reforms that took place.

During the Forum, the Head of State outlined a number of tasks for the Maslikhat deputies, including the need for systematic improvement of competencies since the effectiveness of their work directly depends on their professionalism. Deputies should enhance their communicative skills, be able to interact with citizens, and inform them about their work.

A Budgetary Code and a Tax Code are currently being developed, and it is important for the parliamentary body to actively participate in discussing the draft codes. It is essential for the Maslikhat deputies to have leverage in influencing the economic policies of the regions.

President particularly emphasized the importance of coordinated work between the Maslikhat deputies and akimats since they share a common goal of improving the quality of life for the population.

After the Forum concluded, numerous speeches and interviews were held with deputies at all levels.

«Права маслихата как органа местного самоуправления установлены законом. Он издает внутренний регламент, распоряжения, постановления, от имени маслихата взаимодействует с органами местного исполнительного органа, может участвовать в формировании решений, связанных с местным бюджетом. В таком случае он может подавать претензии, предложения, вносить на обсуждение иные, считающие нужным вопросы» - согласно Закону Республики Казахстан об общих принципах местного самоуправления (статья 33).

Azamat Aitkhozhin, a deputy, emphasized the importance of constant communication between Maslikhat deputies and the population, as it is, essentially, targeted assistance to residents. The questions mostly relate to the social sphere. Through the deputy, city residents report problems of specific residential areas, yards, or houses. To successfully interact with citizens, continuous professional development is crucial. Taking the role of Chairman of the Standing Committee on Legality Issues, Azamat Aitkhozhin noted the enduring relevance of child and youth safety issues.

Вывод: Исторически сложившиеся институты местного самоуправления на территории Казахстана продолжают играть значимую роль в укреплении демократических процессов и взаимодействии власти с населением. Основная задача депутатов маслихатов не только заключается в разработке и принятии решений на местном уровне, но и в поддержании тесной связи с жителями, чтобы эффективно реагировать на их потребности и проблемы, обеспечивая таким образом более качественное развитие общества в целом.
